Prime Minister Samdech Akka Moha Sena Padei Techo Hun Sen hands over the certificate to a graduated student as a symbol here yesterday while he was presiding over the graduation ceremony of 1,059 students from Western University.
Addressing the ceremony, Premier Techo Hun Senappealed to all educational institutions to help provide scholarships to the poor students in order to help contribute to the human resource development.
