Translating into Real Actions Resolutions of the 35th Plenum of the central committee

From July 21 to 22, 2010, at the headquarters of the Cambodian People’s Party, the 35th Plenum of the fifth-term Central Committee of the Cambodian People’s Party was held successfully under the supreme presidencies of Samdech Akka Moha Thamma Pothisal Chea Sim, the Party’s President, and Samdech Akka Moha Sena Padei Techo Hun Sen, the Party Vice President. It was in a spirit of high responsibility that the Plenum reviewed, discussed and evaluated, in a democratic and objective manner, the overall situation and the results of the implementation of all objectives that were set out by the 34th Plenum.

The Plenum noted with pride all national achievements that are realized in the period of over one year, i.e. the guaranteeing of peace, political stability, security and social order, the elections of the first-term sub-national level councils for the capital, provinces, cities, districts/Khans, the guaranteeing of macroeconomic stability and people’s stabilized livelihoods in the context of impacts from world financial crisis, the strengthening of strategic national defense foundation and the development along the western borderline of the fatherland, especially the area of the Preah Vihear temple, while raising high national honor and prestige in the international arena. It is based on these achievements that the Plenum has set out the Party’s objectives and tasks for the period between 2010 and 2011.

The Plenum clearly sees challenging issues that the Cambodian People’s Party has to stand for solutions such as driving to regain high economic growth, to continue to alleviate poverty among the poor, while improving the people’s wellbeing, to strengthen good governance and fight against corruption, to prevent trouble-making actions by a small number of officials, which could have impacts on national and people’s interest. The Plenum also thoughtfully reviews actions by the oppositions and ill-will circles that are countering to democratic principles, rules of law and national sovereignty aimed at creating instability in the society as well as impeding the flow of Cambodian progress, while belittling popularity of the Royal Government and the Cambodian People’s Party.

In line with this, Cambodia is to confront with unrelenting hostility provoked by history-misled Thai politicians and military, who are nurturing ambitions always for the Cambodian territorial integrity, while setting up obstacles for the Cambodians to develop their fatherland. It is on this note that the Plenum clearly shows the CPP’s position in continuing to adhere to the policy of great solidarity with an aim to gather forces from all political tendencies, strata and circles for the defense of national achievements and gaining further successes in serving our nation.

It is true that the tasks to be carrying out are huge and full of difficulties, in terms of politics, military, security, economics as well as social affairs. However, there would be no obstacle or difficulty as such that the Cambodian People’s Party could not overcome and resolve. The Party has overcome uncountable difficulties, big or small, and ascertained political maturity with plenty of experiences in national leadership, while always maintaining its leads in strength and winning. The Party has a correct political line, a firm organizational structure in all local communities, whereas gathering millions of members, and attained many officials who have strong internal solidarity and unity, and last but not least the wide ranging support from the people. In addition to that the Cambodian People’s Party benefits from wise leaders - Samdech Akka Moha Thmma Pothisal Chea Sim, Samdech Akka Moha Sena Padei Techo Hun Sen, and Samdech Akka Moha Chakrei Heng Samrin. These are unyielding factors of successes of the Party for upcoming periods.

The successes of the 35th Plenum of the Cambodian People’s Party clearly shows a new and well-built step of progress of the Party in continuing its mission to serve the nation and people. In greeting the Plenum’s successes, the Party’s Committees at all levels and their officials should raise profound awareness of the Plenum’s resolutions both within the Party and the mass, while translating them into real and successful national actions aimed at creating further major achievements in the course of building and defending of the Cambodian fatherland.
