Samdech Hun Sen meets with a delegation of Japanese Trade Association



Cambodian Prime Minister Samdech Akka Moha Sena Padei Techo Hun Sen (Right) warmly receives here on Wednesday a delegation of Japanese Trade Association led by its President Mr. Akio Dobashi.

On the occasion, Mr. Akio dobashi expressed his impression over Cambodia’s fast economic growth under the wise leadership of Prime Minister Samdech Hun Sen. He further told Samdech Techo Hun Sen that his visit to Cambodia is to seek for more understanding and recommendation from Cambodian premier over the related issues of investment in Cambodia.

In reply, Samdech Hun Sen informed his guests that the agreement on the “Investment Protection” between Cambodia and Japan have already inked. So, the delegation should review the climate, geography and policy for their investment in Cambodia or in Asean four new members’ countries including Cambodia too

Cambodian Information Minister H.E Khieu Kanharith meets here on Tuesday with Mr. Huang Xing Long, CEO and Chairman of Cambodia Cable Television Netwo





On the occasion, Mr. Long told H.E Khieu Kanharith that his company has since 2007 achieved some 2,200 km of optical cable linking and it expected to reach 2,500 km at the end of this year. He added that once the optical cable connection is completed, the company will seek for the permission to establish the digital television station here.

In reply, Cambodian minister said foreigner is not allowed to run the television station in Cambodia, but they can subscribe the air times from private television companies here.

Meanwhile, the minister also expressed thanks to the company for its efforts on setting up the optical cable in Cambodia and hoped that the cost for internet usage will be cheap in the future.

Irresponsible and prejudice position of the global witness organization

The Global Witness Organization based in London, United Kingdom, has released continuous reports on Cambodia, and the content of each report constitutes negative meanings leading to hostility against the Royal Government and people of Cambodia. Like a number of prejudice politicians, expatriates and civil societies, the Global Witness has taken unfriendly position vis à vis Cambodia, has made efforts to discredit the reputation of Cambodia by their slanderous and poisonous allegations without taking any responsibility. It should note that with an attempt to spoil the process, the Global Witness has disseminated its false report when Cambodia is in its preparation to hold elections choosing the subnational level councils, and to host international meeting on aid for the country. Such misconduct intends to prevent Cambodia from its continued development.

In its recent report entitled “ A Country on Sale “, the Global Witness has seriously offended the Royal Government of Cambodia by allegedly wrote that a big part of Cambodia land had been either belonged to big investors or grasped by powerful dignitaries. It goes on with allegation that there has been corruption in the search for oil and gas exploitation. To rebuff such groundless allegation, Samdech Akka Moha Sena Padei Techo HUN SEN, the Prime Minister of Cambodia, named the reporting team “ a group of mentally ill people “. They always defame Cambodia; and as usual, immediate after the release of such kind of report, the opposition politicians started to use it as propaganda tools attacking the Royal Government, defaming the country and seducing people to hate the Royal Government.

On the contrary, such attempts of the opposition as well as that of the Global Witness have met with the loss of their own values; they could not convince people with wisdom, ideals and common sense. Obviously, in 2007, amidst the Global Witness’ slanderous report entitled “Cambodia’s Family Tree “ and the efforts attacking the Royal Government by the UN Special Representative, Mr. Jas Guy, prior to the opening of the Forum on Cooperation for Cambodia Development, the Royal Government of Cambodia could obtain, more than expected, the development aid worth 690 million US dollars from that Forum. As for the latest report released in early 2009, we trust, it will meet with failure again.

In fact, such report is just a fantasy document designed by a number of irresponsible reporters. Amongst them, there are Cambodians who have developed their personal hatred into such false report to humiliate the Royal Government and their own motherland. Another clear evidence of their mental illness is their act against the Royal Government; they have never helped the Royal Government in getting capitals for development and poverty reduction, and on the other hand, they are very skillful in creating fiction. Moreover, they voice corruption in the study of oil exploitation and predict disasters whilst oil is still in the underground.

Everyone with sense of truth witness by their own eyes the development gained by Cambodians under the wise leadership of Samdech Akka Moha Sena Padei Techo HUN SEN, the Prime Minister of the Kingdom of Cambodia, who was been chosen through a democratic election. Cambodia is a country in the process of strengthening and deepening its legislations and every kind of natural and raw materials are well governed, managed and exploited for the good interests of its population.

It should remind that the Global Witness closed its operation and was asked to leave Cambodia in 2005 for its incorporative manner with the Royal Government and its innovation of false report on Cambodia. Moreover, reports released were first of all spread out to the attention of the public and printed by the opposition newspaper before being submitted to its partner - the Royal Government.

There is no doubt that, the development and the achievement gained in Cambodia have always been ignored by the Global Witness. It has never treated Cambodia with fairness.

Samdech Hun Sen warmly receives vice Minister of National Defense of Vietnam

On the occasion, H.E Nguyen Chi Vinh told Samdech Techo Hun Sen that he himself and the Vietnamese people are ready to help Cambodia in human resource development on military field as well as sharing experiences for capacity strengthening on their respective sovereignty and territorial integrity defending as well as to further deepen the cooperation between the defense ministries of both countries.

The graduation ceremony of the Royal Cambodian Armed Forces





Cambodian Prime Minister Samdech Akka Moha Sena Padei Techo Hun Sen hands over here this morning certificates of military doctorate degree to Gen. Pol Sareoun, Commander-In-Chief of the Royal Cambodian Armed Forces (RCAF), Gen. Kun Kim, RCAF’s Deputy Commander-In-Chief and master degree to 20 high-ranking military officers while he was presiding over the graduation ceremony.

The certificates were issued by the Infantry Institute of Vietnam People’s Army under the permission of the Defense Minister of the Socialist Republic of Vietnam and the Ministry of National Defense of the Kingdom of Cambodia.

Addressing the ceremony, Cambodian Premier Techo Hun Sen encouraged all military officers to further upgrade their capabilities and efficient leadership

The opening seminar on Understanding of Islam in Cambodia




Cambodian Deputy Prime Minister H.E Sar Kheng, Minister of Interior presides over here this morning the opening seminar on “Understanding of Islam in Cambodia” which was organized by the US Embassy to Cambodia.

Addressing the seminar, H.E Sar Kheng said the Royal Government of Cambodia always carry out the policy of neither discriminates over races nor religions.

He added that the Islamic people, who are attending today’s seminar are the witnesses and this workshop will provide further understanding on Islamic religion

Party’s Committees Act towards Sub-national Councils Elections

The elections of Councils for municipality, provinces, cities, districts and Khans (in short, sub-national level Councils) which are to be taking place on May 17, 2009 will clearly show Cambodia’s new step forward in developing democracy and strengthening good governance through decentralization and de-concentration policy aimed at consolidating public efficiency and speeding up socio-economic development. It should be reaffirmed that according to the law on administration management for capital, provinces, cities, districts and Khans, each of them has to have its own council to be voted in by non-universal suffrage by incumbent commune council members. The elections will reflect through its essence our people’s interests as the commune councils, whom they have elected, will represent their will and voice.

There has not been much time from preparing for the elections to voting day but the National Election Committee (NEC) has made efforts in actively fulfilling its tasks so as to meet its deadline in registering voters, political parties as well as parties’ candidates, and preparing for orders and procedures as well as other works related. At the same time, the Royal Government and local authorities of all levels have created favorable conditions for a smooth preparation. Four political parties – the Cambodian People’s Party, Funcinpec Party, the Norodom Ranaridh Party, and the Sam Rainsy Party - have registered officially for competition in the Sub-national councils elections. Among the four Parties registered, only the Cambodian People’s Party has registered candidates in all electoral constituencies in the capital, provinces, cities, districts and Khans throughout the country while the three others have yet to complete registering candidates in all electoral stations.

This has clearly affirmed the upper hand and thorough preparation by the Cambodian People’s Party for the coming elections. Other parties in this instance have proven to be lacking self-confidence, especially belief in their members of communal councils while seeking to put them under tense spiritual pressure. Some parties have continued to distort NEC’s responsible effort in organizing the elections as well as the Cambodian People’s Party supremacy aiming at using them as a pretext to disapprove elections to be free and fair as they have done previously, actions which have been seen as acts of immaturity and in contradiction to the principles of freedom and democracy.

National and international circles with positive judgments have predicted that the Cambodian People’s Party will obtain greater successes in the elections because its great number of membership in incumbent commune councils have closely linked themselves with the people always, served them wholeheartedly, while adhering to just policy according to the people’s wish and creating major and historic achievements in the course of building and defending the fatherland.

The truth could never be altered. Up to the moment, members of the commune councils, whether they are or they are not members of the Cambodian People’s Party have witnessed the reality of national progress while having sufficient facts for considering and making decision with of conscience in the forthcoming elections. It is in this spirit, providing of support for the Cambodian People’s Party is in fact a position that is in conformity with the people’s will for the nation’s - in this case the capital, provinces, cities, districts and Khans, and communes – to make progress and advancement in peace and solidarity while their living conditions are all the more improving.

Commune council members of the Cambodian People’s Party, who have been fulfilling the roles as central forces at local levels for developing and expanding efficiency of public services, dealing with demands of the people, while actively implementing the roles, rights and tasks with high responsibility as members of the commune councils but also representatives of the Cambodian People’s Party, should all go to vote and vote the Cambodian People’s Party. The Party’s committees, working groups and members at all levels should adhere to electoral orders and procedures while implementing active, realistic, profound and dignified campaign aimed at helping members of the commune councils and our people in general to understand clearly policy, ability and capacity of the Cambodian People’s Party in leading the country, capital, provinces, cities, districts and Khans towards development.

To achieve victory in the Sub-national level Councils elections - the councils of municipal, provinces, cities, districts and Khans - should be a strategic determination of the Cambodian People’s Party as a whole aimed at strengthening long-term leadership of the Party at national, sub-national and local levels. The Cambodian People’s Party will surely continue to enjoy strong support for its supreme cause./.
